E-scooter insurance is not only necessary, it is also required by law. Every owner of a motor vehicle, including e-scooters, e-scooters and scooters for the elderly, is required by law to take out motor vehicle liability insurance (with the exception of our 6 km/h E-Trike 6, E-Quad 6, Maximus MX4-6 and ERS-6 mobility scooters). This insurance is liable for damage or accidents with third parties caused by your e-scooter.
Please note: Compulsory insurance only applies to vehicles with a road licence. This means that e-scooters without a valid road licence may not be used on public roads and therefore do not need to be insured!
What happens if my e-scooter is not insured?
If you drive an uninsured e-scooter on public roads, this is a criminal offence under Section 1 PflVG and you can expect a heavy fine or even a prison sentence. In addition, you are not covered in the event of an accident or damage caused by you and must pay all costs incurred yourself.
But even if your e-scooter is insured and you have simply forgotten to affix the current insurance licence plate, you can expect a fine of €40 according to the current catalogue of fines
E-scooter insurance: third party or partial cover?
Motor vehicle liability insurance is required by law and only covers damage to third parties for personal injury, property damage and financial loss.
Partially comprehensive insurance always automatically includes the mandatory third-party liability insurance. It can be taken out voluntarily to cover additional damage to your own e-scooter, e.g. due to theft, robbery or fire.
Important: Neither third-party liability insurance nor partially comprehensive insurance (including motor vehicle liability insurance) covers personal injury that affects you personally. If you also want to insure damage to yourself, you must take out accident insurance in addition to the third-party liability or partially comprehensive insurance
Are other people who use my electric scooter also insured?
Regardless of whether you opt for the motor vehicle liability insurance required by law or partially comprehensive insurance, the insurance cover always applies to the following persons
- Policyholder
- Vehicle owner
- Owner of the vehicle
- All drivers of the vehicle
Who can take out e-scooter insurance?
Policyholders must be at least 18 years old to be able to take out motor vehicle insurance independently. However, minors have the option of having their e-scooter insured with the consent of their parents.
In which cases is the insurance not liable?
In principle, e-scooter insurance is not liable for damage caused intentionally or through gross negligence.
While partially comprehensive insurance covers damage to your own vehicle, this is not the case with third-party liability insurance.
Please refer to the information provided by your insurance company for other damage that is excluded from the insurance cover, as this differs from insurer to insurer
What to do in the event of a claim?
In the event of an accident, damage or theft, please contact your insurer immediately and document all damage.
Is my scooter also insured abroad?
Most insurers also include insurance cover in Europe and the EU in their motor vehicle liability insurance. However, it is advisable to enquire with your chosen insurer before concluding a contract.
How long is the insurance cover for my electric scooter valid for?
The insurance year always begins on 1 March and ends automatically in February. If the insurance is taken out during the year, the insurance premium is adjusted accordingly to the shorter insurance period. Regardless of the month in which the insurance is taken out, it is only valid up to and including the last day of February. Cancellation is not necessary.
The colour of the insurance number plate changes annually between blue, green and black. This makes it easy to recognise invalid insurance cover on public roads.
In order to ensure complete cover, you should therefore extend your insurance cover in good time and apply for a new insurance licence plate from your insurer before 1 March.
Example: You took out insurance for your new e-scooter on 15 January 2024. The associated (black) insurance licence plate is then valid up to and including 29/02/2024. If you want to continue using your e-scooter on public roads after this date, you must apply for a new (blue) insurance licence plate. This is then valid from 01.03.2024 to 28.02.2024. From 01.03.2025, you will then receive a green licence plate with a corresponding extension
What does e-scooter insurance cost?
The cost of insuring your electric scooter varies from insurer to insurer and depends on the vehicle class to be insured. For example, insuring an e-scooter with a top speed of 20 km/h is significantly cheaper than for an e-scooter with a top speed of 45 km/h, with prices starting at €20 per insurance year.
The insurance premium for partially comprehensive insurance is also higher than for pure liability insurance due to the additional benefits.
In addition, some insurers also offer discounted rates for riders over the age of 23.
The insurance premium is also reduced proportionately if insurance cover only begins after 1 March.
It is therefore not possible to make a general statement about insurance rates. An overview of current prices and e-scooter insurance policies can be found on well-known comparison portals
What should I look out for when choosing insurance?
To find the best insurance offer for you, it is best to compare the various insurers based on the following points
- Sums insured for damage incurred (per claim or per injured person)
- Amount of the insurance premiums
- Conditions for drivers under the age of 23, if applicable
- Amount of the excess (only for partially comprehensive cover)
- Customer service
How do I insure my e-scooter correctly?
Insuring an e-scooter, e-scooter or senior scooter is very simple.
Once you have decided on an insurer, simply contact them by phone or in writing or visit a branch near you. Some insurers, such as HUK-COBURG, also offer an uncomplicated online insurance policy.
We have listed the documents you need to take out your e-scooter insurance here. For a quick and uncomplicated conclusion of the insurance, it is best to have the following information and documents about your electric scooter ready
- Vehicle class(vehicle classes of all Rolektro models)
- Vehicle identification number (for all Rolektro models on the type plate attached to the vehicle or on the enclosed operating licence)
- Maximum speed of the vehicle
Where can I get a licence plate for my e-scooter?
As soon as the insurance company has all the above information and the insurance premium has been paid, you will receive the insurance licence plate by post. If you take out e-scooter insurance directly at a branch, you can usually pick up the licence plate directly on site.
You will receive a self-adhesive licence plate for your e-scooter. For all other vehicle classes, you will receive a metal licence plate that you can attach directly to your vehicle's licence plate holder.
You must exchange this licence plate for a new insurance plate at the start of each new insurance year

How do I provide proof of insurance cover?
Current insurance cover is clearly recognisable by the number plate attached. This is generally sufficient as proof. However, we recommend that you always carry a copy of the current insurance certificate and the operating licence of your vehicle with you so that you can provide all relevant information directly in case of doubt.
